Actually the forum time is set to EST and has the proper offset for daylight savings.
What is probably happening in your case is that each user can set his/her time zone - and yours is probably set to Central Time. If you click "profile" then change your time zone to "GMT - 4 Hours" it will now be in-synch with the forum, and the local time on the East Coast.
