Steve,  Thanks for posting the photos.  All were taken in the Baltimore terminal of the Maryland and Pennsylvania Railroad.  USA 2628 was an interesting chapter in the History of the M&P.  The line was originally built as a three foot gauge and converted to S.G. in 1900.  Most of the steep grades and tight curves remained.  There were 111 wooden trestles on the 77 mile main line between Baltimore and York, PA.
The ARMY wanted to test their 2-8-0 locomotives on railroads with difficult operating conditions.  The M&P was at the top of the list.  The 2628 was chosen because of it's new Franklin Rotary-Cam Poppet valve gear.
The sand dome was rebuilt by the M&P shop into the box type seen atop the locomotive.  This was done after the crew ran out of sand on the first trip to York.  The locomotive served mostly as road power for freights and at least one time pulling varnish.  The engine also served as a goat in the Baltimore Yard from time to time.  The M&P never had any steel freight or passenger cars.  In fact the 700 series box cars were built to three foot standards.  Two of them survive at the Strasburg Railroad.
It's interesting that two of my WW&F friends, Dwight and Allan ran the locomotive at Ft. Eustis.  The railfan community is a small world!
