Help recreating turret/fountain for 2ft Davenport locomotive.

So, I've been tasked with helping make the fountain/turret in SolidWorks to be used for pattern making for the YouTube channel "Wreck2Restored" who's restoring 2, 2ft Davenport steam locomotives. I've been provided reference images and some measurements, but the problem is I'm not completely sure how the turret works/what it's used for. If anyone could explain how it works and/or help me recreating it, that would be very helpful!

The turret is the steam distribution manifold, to send steam to all the appliances that use it. (Injectors, air pump/eductor, dynamo, blower, power reverse, sanders, etc.)
It's not very complicated, it's essentially just a "box" with a connection to the boiler and a bunch of tapped holes to receive valves. The point is to reduce the number of penetrations into the boiler itself.
