The last I heard, No. 15 is next in line. That's after No. 16 is fully in service.

I believe the though was that 15 was too clapped out and 14 would be next (I heard better condition on the boiler, but could be wrong). However after dropping the wheels out of 14 the scope of work needed turned out to be a bigger job than expected and they pivoted to doing work on 15 first. 14's still getting it's work done but it's now behind 15 in the immediate plans.
