Here's a nice video of some action at Sandstone in South Africa. It feature a two-foot gauge Baldwin Pacific (No. 61), about the same size as the SR&RL 2-6-2's, and a very early Garratt.

The coal capacity in the Garratt seems very modest compared to the Pacific, even if the Pacific tender, unlike the Garratt, includes the water.

From a fuel perspective, a Garratt is a tank engine, so you inevitably run into one of two problems: Either you need to limit fuel/water capacity for the sake of axle loading, or you add axles, which causes tractive effort to suffer once the fuel/water is gone.

Operationally, I suspect the problem of more frequent stops is much more tenable than the problem of drastically varying adhesive weight.
