So 2' modeling was well represented in the 1960s.

Indeed, Ed.  I cobbled together a pretty decent O scale model of Monson number 3 back in 1967.  Mechanism was rebuilt from a Mantua HO 0-4-0.
Only thing was it ran on HO gauge track so it was really On2 1/2 but everything else was 1 to 48.

Does anyone make HOn30 locomotives? I've see HO scale SR&RL rolling stock kits but have not seen locomotives.

HOn30 has a large following these days.  Just Google HOn30 and you'll see lots of stuff. 
Engines, cars, coaches... even track and switches (with wider tie spacing and longer ties).  All runs on regular HO track, if you prefer.
Central Hobbies carries a good selection.  Be prepared to do some kit-bashing if you want something specific.
BTY, back in the day we called it HOn2 1/2.

Are we talking On30/On2-1/2, or HOn30/HOn2-1/2?

Bachmann produced a very nicely detailed line of On30 locomotives and cars, including replicas of both inside and outside frame 2-4-4T's. They are O scale and run on HO gauge track.   I think they are pretty close to some of the SRRL engines but someone can correct me on that.
Unfortunately they are no longer producing the Forneys but  they can be found on Ebay. Microengineering sells appropriately scaled flex track and switches.

for what it's worth, here is a 1/120 scale, 3 1/2 foot gauge 2-8-0 I built from an N scale engine.
I chose this odd scale to match the driver diameter and axle spacing to get a cheep, good running Colorado style consolidation.

Anyone else remember the Thacher's Inlet HOn 2 1/2 modeling series in Model Railroad Craftsman back in 1972?  (see link, following)

This was my first exposure to Maine two footers.  I WAS HOOKED!!!
