I wouldn't call Dresden, Maine, a city. It's definitely a town.
In Maine we have cities (big population, generally), towns (could have sizeable populations but generally not), then unorganized townships, which are geographic areas that have no government. The unorganized townships may have some permanent population, but most have very little to none. They may have names, like Hibberts Gore or Madrid (MADrid), but most have charming tags like T3 R7.
