I've seen this locomotive described as a Vulcan, but it's boiler is set up with the steam dome directly over the firebox area. That and other details lead me to suspect the locomotive is really a Porter. This makes me wonder whether the Pier 4 loco's engine could be used as the basis for replicating either WW&F #4 or B&SR #4.
The cylinder saddle seems shorter than those used on the MTF Porters, but I recall the 3' gauge 2-6-0 that used to be at Edaville (and is now on display in Fennimore, WI) was equipped with a saddle extension when it was rebuilt from a Forney to a tender locomotive. It saw many years of successful "sugar hauling service in this configuration. Perhaps this locomotive could, one day, reprise the mogul's experience.
