I would say someone left the oil running to high. I've seen it with my oil furnace after a malfunction. Only I didn't have flames coming out the stack.

Chimney fire? Afterburner? Tube Cleaning device?
Seriously, I would speculate that for some reason the oil feed was on for a while before the fire was lit, and when restarted there would be a nice hot oil coating on everything.
Interesting that we've not seen that before, though, so maybe there is an alternate explanation.
